The Delta State House of Assembly on Thursday said it was already enjoying the financial autonomy which demand had made the parliamentary staff association of Nigeria( PASAN) embark on a nationwide strike since March this year.
Speaker of the house, Rt Hon Sheriff Oborevwori disclosed at a press briefing to commemorate the second anniversary of the seventh assembly in Asaba.
According to him, the legislature has fulfilled all requirements and was only waiting to set up its accounts committee.
Oborevwori commended PASAN members in the house for resorting to negotiation instead of violence in addressing the issues of the implementation of the financial autonomy for the legislature.
He commended the state Governor, Dr Ifeanyi Okowa for honouring the principles of separation of powers and also being a champion of financial autonomy for all the arms of government in the state.
The speaker who said members of the house threw their weight behind the southern governors’ ban on open grazing and other resolutions at the Asaba meeting, affirmed that “we will soon come out with a sound bill prohibiting open grazing in the state.”
Presenting the achievements of the house since June 2020, Oborevwori stated that a total of 14 bills and 34 motions were received by the house.
Of the bills, 9 were executive while 5 were private member bills.
The Speaker said of the 14 bills, 9 have been passed into law and 8 given assent by the state governor while the remaining 5 are undergoing consideration.
Among the bills assented to , he explained, include revised appropriation 2020, violence against persons 2020, Delta state community security agency 2020, public occupational safety 2020, Delta state appropriation 2021, and the three bills establishing the three universities 2021 (all executive bills).
Those at various stages of consideration in the house (all private member bills) , he further stated, include Delta state prohibition of non-engineers from practicing bill 2020, Delta state environmental conservation bill2020, Delta state Colleges of Nursing and Midwifery 2020, Delta State College of health technology bill 2020 and Delta State highly infectious diseases (emergency, prevention and management bill 2020).
He said one remarkable feat among the bills passed and assented to, was the passage and establishment of three new universities Agbor, Asaba and Ozoro.
“This is to cater for our qualified teeming youths that wished to further their education to tertiary level but were not getting admission due to limited spaces.”
