The federal government of Nigeria has commenced the implementation of the TSA system for Transforming Irrigation Management in Nigeria, (TRIMING)project irrigation schemes.
Stakeholders in the TRIMING project of the Federal Ministry of Water Resources, supported by the World Bank, has commended the federal government decision to hands off the operation and maintenance of irrigation schemes in the country.
Rising from a four-day consultative meeting on implementation strategy, held in Sokoto, they also lauded the government position to commence the implementation of the TSA system for Transforming Irrigation Management in Nigeria, (TRIMING) project irrigation schemes.
The five irrigation schemes involved are Bakolori, Middle Rima, Kano River, Hadejia Valley and Dadin Kowa irrigation schemes.
Minister for Water Resources, Engineer Suleiman Adamu, in his Goodwill message to participants, discussed that Technical Assistance programs have been employed to train farmers and farmer associations including River Basin Development Authority, (RBDA), personnel on effective operation and maintenance of irrigation system.
The Minister speech, read by Engineer (Mrs) Oyeronke Oluniyi, the Ministry acting Director, Irrigation and Drainage, Engineer Adamu noted that the outcome of the training will keep the cost of operation and maintenance at the lowest level and more resources will be utilised for other developmental purposes.
“This will also free government from having to provide resources for these activities, and can channel the resources to have been used here, to other competing needs of our national development.
“Government is not likely to come around anytime soon, with the intention of providing any kind of support or intervention, either for operation, maintenance or management for any of the schemes, TRIMING project is currently working on.”
An irrigation expert, Muhammad Lawal Maidoki, in his presentation, maintained that “farmers have been re-organised into strong Water Users Association, and have been trained and strengthen to such a level they now manage secondary canals and drain tertiary canals, field ditches and water control gates.
“Through consultation with farmers, TRIMING has been able to repair dilapidated irrigation schemes and handed over back to farmers with satisfactory performance in irrigation water delivery.”
