The Chairman, Northern Governors Forum, Governor Simon Lalong, has disclosed that most of the misconceptions surrounding the National National Livestock Transformation Plan (NLTP) have been addressed, saying the programme is set for implementation in virtually all the 36 states of the federation.
Governor Lalong who disclosed this during an interactive session with newsmen in Jos pointed out that Plateau State has put all modalities and necessary arrangements in place for the implementation of NLTP having been selected as one of the three states for the pilot scheme.
“Plateau was selected as one of the three states for the pilot scheme, we are waiting for the federal government to provide its counterparts fund. Even as it is, all eyes are on Plateau for the implementation of NLTP. The good thing is that we are not taking anybody’s land, we have earmarked a portion of our land at Wase Grazing Reserve and Kanam for the pilot scheme.
“Presently almost all the 36 states have keyed into this, the difference is that some of them did not have the land, it is an investment which every state stand to benefit from if well implemented. All of us in the North or at the Governors Forum have embraced this, maybe from now to next year, there will be no more open grazing. The scheme is all-embracing and comprehensive.
“Plateau is set for the implementation now, it will go a long way in addressing farmers and herders crisis. It will protect the farmers and at the same time protect the herdsmen. You cannot implement this without enabling law, in our case the State House of Assembly will soon pass the law,” he said.
On land grabbing, Governor Lalong said the state government has put up a sound legal framework in place to handle the menace, enjoining those whose lands were grabbed and illegally being occupied to report to the appropriate authority for necessary action.
“This is a big offence, we cannot tolerate land grabbing under any guise that was why I signed Anti-Land Grabbing Law. But I want to say that nobody has grabbed any land. In some cases, until you provide security those displaced are not willing to go back. We want to ensure that there is adequate security before they return so that they are not attacked again. Like Kashishi, we agreed that the federal government should set up a mobile barrack.
“Anybody that occupies the land that does not belong to him, we would tell him that the land doesn’t belong to him. We have the law against land grabbing. If there’s any of such case, the government will handle it accordingly in line with the law in place.”
