The Presidential Enabling Business Environment Council(PEBEC) has released its 2023 half-year Executive Order 001 compliance report covering January to June.
This is its 8th report released since the council commenced tracking efficiency and transparency of Ministries, Department,Agencies and Parastatals(MDAs).
The report released at a stakeholders’ sensitization workshop with MDAs in Abuja on Monday ranked the Nigerian Content Development and Monitoring Board (NCDMB) at 83.06percent, Standards Organisation of Nigeria (SON) 82.85percent, Nigeria Agricultural Quarantine Service (NAQS) 69.85 percent, Nigerian Electricity Management Services Agency (NEMSA) 67.99 percent, and the Corporate Affairs Commission (CAC) 64.01 percent as the top five performing MDAs.
Speaking at the event, the Special Adviser to the President on PEBEC and Investment, Dr. Jumoke Oduwole explained that the overall performance results of the MDAs were determined by a combination of their weighted scores on the efficiency and transparency directives.
“The top performing MDAs have differentiated themselves through an adequate performance on both the efficiency and transparency scales, which cover the three cross-cutting directives;
Default Approval, One Government and Transparency,” she said.
She reminded that the Executive Order 001 (EO1) on the Promotion of Transparency and Efficiency in the Business Environment signed in 2017 was jeered towards instituting a culture of transparency and efficiency in public service delivery.
“Following the signing of EO1, the PEBEC Secretariat commenced tracking of the implementation and compliance of priority PEBEC ministries, departments and agencies (MDAs) with the directives contained in the executive order, based on monthly reports submitted by each MDA and assessed against a set of pre-established methodology.
“A significant turning point emerged with the signing into law of the Business Facilitation (Miscellaneous Provision) Act 2022, on February 8, 2023, codifying the EO1 directives.
“So far, the PEBEC Secretariat has released eight (8) periodic EO1 Compliance Reports (half
year and full year) between 2018 and 2022,” she added.
In view of this, she said the MDAs have recorded some progress with adherence to service level agreements (SLA), and digitization but noted the lingering bureaucratic and consequence management challenges.
However, she urged the MDAs to leverage the findings in the report to deliver the much-needed improvement in transparency and efficiency of public service delivery to improve the Nigerian business environment.
On the ReportGov.NG portal, she said this was designed to act as a clearing house for feedback on service delivery by PEBEC priority MDAs.
According to her, the platform seeks to strengthen the EO1 implementation by drawing insights from user experience noting that MDAs onboarded the platform are bound by the Service Level Agreement (SLA) as approved by the Federal Executive Council (FEC).
“The SLA requires that all complaints are resolved within 72 hours. PEBEC has trained the representatives of the various MDAs on complaints handling and administration,” she added.
