Eight years after the expiration of a build, operate and transfer (BOT) arrangement between Nigeria Customs Service (NCS) and Webb Fontaine Limited on the ASYCUDA, the Federal Ministry of Finance has finally initiated a process of recovery.
NCS will finally take over the ICT infrastructure on December 31, 2021.
In 2005, a contract was signed between the Federal Government and Messrs Webb Fontaine Consortium for the Installation, Operation, Management of Information Technology and Telecommunication Hardware and Software, Training and Power Supply Equipment, and associated services for Implementation of ASYCUDA++/World in Nigeria.
The project was to build an integrated customs information system on a Build, Own, Operate, and Transfer (BOOT) basis for a period of seven years which was subsequently extended on two occasions.
The first extension was from January 1 2013 for six months, and the second extension from June 8, 2013, indefinitely.
At the inauguration of transition committees saddled with the responsibility of ensuring the handover of the infrastructure on Thursday, Permanent Secretary, Ministry of Finance Budget and National Planning, Mr Aliyu Ahmed said the BOT agreement estimated total Nigeria’s trade import chargeable by WFL as Ş14 billion per annum.
WFL’s maximum chargeable fee was also pegged at $58.8 million annually.
Ahmed noted that the project has achieved the desired result as “WFL has successfully developed and deployed the Nigeria Integrated Customs Information System (NICIS 1 & 2) which presently enables Nigeria to facilitate trade and boost its revenue collection.”
Terms of Reference of the committees are essential to oversee the implementation of the Transition Agreement as well as monitor the implementation of the Information Communication and Technology Services provided by Webb Fontaine Nigeria Limited to the Nigeria Customs Service.
