Bauchi State House of Assembly has passed two Bills into law, the bills are Bill for a Law to establish Bauchi State Rural Access Roads Authority (RARA) 2022 and Bill for a Law to establish Bauchi State Roads Fund and Bauchi State Roads Fund Board and Administration, 2022.
The two bills were passed into law during the House plenary held on Wednesday and presided over by the Speaker, Abubakar Sulaiman.
It followed after the report of the joint House Committee on Works and Transport and Rural Development on a Bill for a Law to establish Bauchi State Rural Access Roads Authority (RARA) 2022 was laid by Hon. Yusuf Muhammad Bako representing Pali Constituency.
The Committee explained that it had discussed extensively with relevant stakeholders who contributed immensely towards the scrutiny of the Bill.
It also observed that the Law is being established for the management, design, development, rehabilitation and maintenance, construction and maintenance of class C and Class D roads across the state on behalf of the local government areas of the State.
The Committee after scrutinizing the Bill recommended some amendments in Section 6, section 7, section 18, section 21, section 22, and Section 39 and recommended that at least 30% of Board members should be women while at least one member should be physically challenged in order to be gender sensitive and all-inclusive.
It therefore recommended that the Bill should be passed into law and the House adopted the recommendations of the Committee.
Majority Leader, Hon. Tijjani Muhammad Aliyu thereafter requested the House to allow a Bill for to establish Bauchi State Rural Access Authority (RARA) to undergo third reading. He was seconded by the Minority Leader Hon. Bakoji Aliyu Bobbo representing Chiroma Constituency.
Upon approval by the Members, the Speaker directed the Clerk of the House, Umar Yusuf Gital Esq to carry out the third reading after which the Bill was therefore passed into law.
Also during the plenary, the report of the joint House Committee on Works and Transport and Rural Development on a Bill for a law to establish Bauchi State Roads Fund and Bauchi State Roads Fund Board and Administration 2022 was laid by the Chairman of the Committee, Hon. Yusuf Inuwa Dadiye representing Ganjuwa West Constituency.
The Committee explained that after it discussed with relevant stakeholders and scrutinized the Bill, it observed that the Bill will establish a State Roads Fund which shall be a repository for revenues for financing the management, design, development, rehabilitation, maintenance and other related activities of class B, class C and Class D roads in the State and also establish the Bauchi State Roads Fund and Administration.
However, the Committee recommended some amendments in Section 8, section 9, section 17, section 18 and Section 26, and the House unanimously adopted the recommendations of the Committee.

Tijjani Muhammad Aliyu representing Azare Madangala Constituency requested the House to allow a Bill for a law to establish Bauchi State Roads Fund and Bauchi State Roads Fund Board and Administration 2022 to undergo third reading and he was seconded by the Minority Leader Hon. Bakoji Aliyu Bobbo representing Chiroma Constituency.
After the Members voted in favour of the motion, the Speaker, Abubakar Sulaiman directed the Clerk of the House, Umar Yusuf Gital Esq to carry out the third reading after which the Bill was therefore passed into law.
