President of Architects Registration Council of Nigeria (ARCON), Chief Oladipupo Ajayi, has called on Governor Babajide Sanwo-Olu, to appoint registered members from the seven regulatory councils/boards in the built environment to independently investigate the remote and immediate causes of the collapse of the 21-storey building on Gerrard Road,Ikoyi, Lagos.
According to him, these regulatory bodies are backed by the legal frame work to set up Investigating Panels and Tribunals that are at par with a Federal High Court to try cases of professional misconduct.
He urged that members of the probe panel should be drawn from the Architects Registration Council of Nigeria (ARCON), Council of Registered Builders of Nigeria (CORBON), Council of Registered Engineers of Nigeria (COREN), Town Planners Registration Council of Nigeria (TOPREC), Surveyors Council of Nigeria (SURCON) Quantity Surveyors Registration Board of Nigeria (QSRBN) and Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON).
The request is coming after the government had already set up a panel of inquiry, with members drawn from the Nigerian Institute of Architects (NIA), Nigerian Institute of Town Planners (NITP), Nigeria Society of Engineers (NSE) and other professional bodies to independently investigate the remote and immediate causes of the incident and make recommendations on how to prevent future occurrence.
Canvassing on the need for architect to head the panel, the statement signed by the Registrar of ARCON, Umar Murnai, read ”We therefore wish to emphasise that the architect is the prime consultant in a building project of this nature and the architect’s view is key to the outcome of the report of this panel because all other professions within the building industry rely on the architect’s designs to work with and his opinion would be highly required.”
He said the current incident and others in the past in Lagos State have clearly shown that developers subjected the unsuspecting public to great risk that ultimately resulted in loss of lives and property.
“While we look forward to having members drawn from the regulatory bodies empowered by law to deal with issues of this magnitude, please accept the assurances of the council in your drive to bring sanity and safety to bear on the building sector in Lagos state,” the statement read.
