Bauchi govt sends five bills to state assembly for enactment of laws

Bauchi State Government has sent to the State House of Assembly five messages requesting it to consider and pass five draft bills into law.

The Bills forwarded by the Governor, Sen Bala Mohammed Abdulkadir, as read on the floor of the House by the Majority Leader, Tijjani Muhammad Aliyu, during its plenary of Wednesday, included a Bill for a Law to amend the Bauchi State Urban Planning and Development Board 2021; a Bill for a Law to establish Bauchi State Infrastructural Development and Maintenance Agency and for matters connected therewith; a Bill for a law to establish Bauchi State Tourism Development Corporation and connected matters 2021and a Bill for a Law to amend Bauchi State Audit Law 2012.

Others are Bill for a law to amend Bauchi State Orphans and Vulnerable Children (BASOVCA) Law 2012 and for matter connected therewith 2021, a Bill for a law establishes Bauchi State and Local Governments Contributory Pension Scheme and other related matters and a Bill for a Law to repeal the Bauchi State University establishment law and to enact a law for the establishment of Sa’adu Zungur University and other stated matters.

The Speaker explained that some of the forwarded Bills are already listed in the day’s Order Paper, therefore, directed the Rules and Business Committee to schedule other bills that were not listed.

Majority Leader, Tijjani Muhammad Aliyu representing Azare/Madangala Constituency moved a motion calling for the adoption of the 2021/2022 calendar of sittings.

The Leader who is also the Chairman of the House Committee on Rules and Business explained that Section 104 of the 1999 Constitution of the Federal Republic of Nigeria has stated that the House of Assembly shall sit not less than 121 days in a year, based on this the 2021 calendar of the House is prepared to constitute the 121 days as stipulated by the Constitution.

The Majority Leader further explained that according to the 2021 Calendar, 1st term ought to have ended by next week but the House has been away for almost four months due to the Parliamentary staff strike stressing that, “the House feel there is a lot to offer to the citizens of Bauchi State, therefore adjusts the calendar so that we can continue sitting to attend to various issues affecting the State.”

According to the new calendar, sitting commences June 7, 2021, and will end on December 16, 2021, recess will start December 17, 2021, to January 15, 2022, the third term will commence from January 17, 2022, to April 14, 2022, recess will commence from April 15 to May 30, 2022. Next Session will commence May 31, 2022.”

In his remarks, the Speaker of the House, Abubakar Y Suleiman, explained that for the show of commitment and responsibility, the House sacrificed its recess to attend to the yearnings and aspirations of the people of the State, after their calendar of sittings was affected by the strike of Parliamentary Staff Association of Nigeria.

The member representing Chiroma Constituency of Misau LGA in the Assembly, Bobbo moved that since the motion was straightforward, it should be adopted without any amendment, the House unanimously adopted the motion.

The Majority Leader then moved that a Bill for a Law to repeal Bauchi State University Establishment Law and enact a law for the establishment of Sa’adu Zungur University and other related matters should undergo first and second readings, he was seconded by Bakoji Aliyu Bobbo Chiroma Constituency.

After the Speaker put the motion to a voice vote, the House unanimously adopted it and the Speaker thereafter asked the Clerk of the House, Umar Yusuf Gital Esq to carry out the first and second readings.

The House then refer the Bill to the House Committee on Education giving it three weeks to report back to the House.

Tijjani Muhammad Aliyu also requested the House to allow the Bill for a Law for the establishment of Bauchi State and Local Government Contributory Pension Scheme and other related matters to undergo first and second readings and was seconded by the Minority Leader, Bakoji Aliyu Bobbo representing Chiroma Constituency.

After the Honourable House approved, the Speaker directed the Clerk of the House Umar Yusuf Gital Esq to carry out the second reading and thereafter referred the Bill to the committees on Finance, Local Government and Public Service and give them three weeks to report.

The Majority Leader of the House further requested that a Bill for a Law for the establishment of Bauchi State Infrastructural Development and Maintenance Agency should undergo first reading and was seconded by the Minority Leader, Bakoji Aliyu Bobbo Chiroma Constituency.

The House unanimously voted in favour of the motion, thereafter Speaker Abubakar Suleiman directed the Clerk of the House Umar Yusuf Gital Esq and referred the Bill to the House Committee on Works and Transport giving it three weeks to report back to the House.
