The House of Representatives, on Wednesday, approved President Muhammadu Buhari’s request for the extension of the capital component of the 2021 Appropriation Act from March 31 to May 31 2022.
The resolution was passed sequel to the adoption of a motion sponsored by the Majority Leader, Hon Alhassan Ado-Doguwa, who solicited the support of the Presidential request for the benefit of the citizens.
He said: “We have always had this kind of consideration to allow the government to be able to run full package of the capital component in the budget.
“And for those reasons our sister chamber, the Senate has done the same and I want to understand our colleagues in the spirit of that bicameral legislature, that this bill should go with the speed of light.
“It is in the interest of our people to have the government accomplish its capital components in the budget so that we can be able to deliver on the promises we have made to our people.
“Most especially on some capital issues that have to do with the funding of our security apparatus, some infrastructural development, construction and all other things that may be of importance to the people of the country, I think will have a good boost if this bill is considered and we have our Appropriation Act, 2021 extended by 30 days. This is my take,” he said.

On his part, the Minority Leader, Hon Ndudi Elumelu said: “The bill is self-explanatory, it deals with the tenure of the 2021 Appropriation Act and given that most of the components of what made up the 2021 budget, are yet to be fully implemented, and most of the projects are ongoing.
“In effect, it means that if you stop it, it will have a very bad effect on those projects that are ongoing, hence this idea of bringing up for the Parliament which has the only sole right to alter the budget. The Appropriation has been brought before us to do that.
“So the essence of this is to do justice to this bill and ensure that both chambers pass it for the sake of extending the time to enable those ongoing projects to be completed.
“And if that happens, it will yield a multiplier effect on our people because we are here to represent their interest. The interest of our people is very paramount and if I may just say that also, that when this happens and those projects are completed in our various Constituencies, in our various States it would, of course, show that there are federal presence in those various federal Constituencies.
“So I want to support this bill that it goes for Second Reading to allow the committee on appropriation to expeditious and bring it back here for consideration, I so submit,” Hon Elumelu stated.
Thereafter the Bill was considered by the Committee of the Whole and passed.
