Great Green Wall Agency deploys N.6bn to fight climate change

In its bid to drive down logging in the eleven frontline states of Nigeria, the federal government has earmarked various sums to battle the challenge of climate change through the National Agency for Great Green Wall (NAGGW), for the year 2022.

Tribune Online confirms that the federal government, through its agency in the ministry of environment, has proposed spending the cumulative sum of N637,596,913, to combat climate change, in its bid, to step up the country’s nationally determined contributions (NDCs) to bring down carbon emissions.

The amount would be variously used to tackle the challenge of climate change and its impact on Nigeria the environment and its people.

In her 2022 budget proposal, the National Agency for Great Green Wall (NAGGW), identified seven measures, the agency would adopt to drop the rate of national emission which though, has remained inferior to developed nation’s globally, but noted it has serious consequences on the Nigerian environment.

According to the agency, headed by Dr Hassan Bukar, director-general of the great green wall, would spend the over six hundred million, on the government Economic Recovery Growth (ERGP) in the environment sector, particularly, in its fight against climate change, so it could boost the national measure at reducing carbon emissions.

To reduce the appetite for logging, used for fuel in rural communities, the agency has proposed N200 million for the “ERGP 30179817, provision of the efficient cooking stove for the rural indigents of border communities of the north-east,” Tribune Online learnt.

A perusal of the agency’s appropriation bill to the national assembly showed that it would also expend the sum of N137,692,452 for another initiative “ERGP 19105077,” aimed at what it described as “promotion of alternative livelihoods” this has been an ongoing project according to the budget document of the agency.

Another measure to be adopted by the agency to fight climate change in the 11 frontline states of Adamawa, Bauchi, Borno, Gombe, Jigawa, Kano, Katsina, Kebbi, Sokoto, Yobe and Zamfara, according to the agency was to deploy another “N100,326,112” through its “ERGP28170615” for “irrigation of plantation using borehole and movable solar system,” this it noted was a new project like the stove initiative.

To ensure that all the initiatives are executed in accordance with the plan to be able to meet the national determined conditions of 20 per cent reduction on emission and increase the forest cover, NAGGW proposed the sum of N75,000,000 to monitor and evaluate the impact of these programmes.

It is captured as “ERGP19105120, programme monitoring and evaluation” and further described as an ongoing programme in the agency.

The National Agency for Great Green Wall proposed further that the agency through its Economic Recovery Growth Plan would deploy N184.5 million on recovery of land area for cleaner environment and improvement of the biodiversity.

“ERGP19142703, the establishment of new 35 kilometres of shelterbelt; 25ha of woodlot, 15ha of orchard, 6 units of nursery water supply and rehabilitation of 6 central nurseries with the sum of N184,552,850.”

Accordingly, it would utilize the “ERGP19142691,” to ensure “ecosystem restoration/management and development of indigenous herbaceous fodder species 900 ha (300 each in Sokoto, Jigawa and the Bauchi States at the cost of N30,319,000,” NAGGW said in its 2022 budget proposal.
