THE All Progressives Congress (APC) has gone contrary to the Act setting up the National Orientation Agency (NOA) by appointing the Director General of the Agency, Dr Garba Abari as the Director of the Directorate of Strategic Planning of the party’s Presidential Campaign for Women and Youths.
Meanwhile, according to the Act setting up the NOA, the Director General of the Agency is supposed to be non-partisan.
The Act, Part 2 number 2 states that “the Director-General, who shall be an experienced and tested administrator, non-partisan and with a wide knowledge of Nigeria, her people and culture, to be appointed by the President in the recommendation of the Minister”.

It is, however, crystal clear that the appointment of the NOA DG, Dr Abari into the campaign council of the APC is a violation of the Act setting up the Agency.
The Directorate of Strategic Planning of the APC Presidential Campaign for Women and Youths comprises of 11 members with Dr Garba Abari and Professor Almustapha Ussiju Medaner as the Director and Deputy Director respectively.
The NOA which is an Agency under the Ministry of Information and Culture has a mandate of educating and enlightening Nigerians on the policies of the government and ensure that the citizens understood them.
