AFGHAN officials say a suicide bomber attacked the rural development ministry in Kabul Monday, killing 12 people and wounding 31.
Daud Naimi, a rural development ministry spokesman, told the French news agency AFP that there was an explosion at the exit gate of the ministry.
There has been no immediate claim of responsibility for the blast.
