The Senate Committee on Environment, chaired by Senator, Ike Ekweremadu, would be seriously engaged, as it oversight the 2022 budget proposal, of the National Oil Spill Detection and Response Agency (NOSDRA), at its committee level during the budget defence of the agency.
According to the budget, its overhead cost stood at N160,909,523, from which the ministry wanted to further spend N46,155,000 on “Training and Transport – General.”
The legislators would want to be educated on the difference between the items captured on codes 220201 and 220205, which are respectively described in the budget as “Travel and Transport – General” N46,155,000 and N9,723014 for “Training”, both local and international.
In its breakdown of the expenses, NODRA said N26,520,000 with the code 25020101 and budget line of “Local Travels and Transport: Training” would be used for training.
The oil spill detection agency also said the other split of the N46,155,000 would be used for the same purpose except that, it carried “others” in its description.
For example, the budget item coded 22020102 “Local Travel and Transport: others” would gulp N16,335,000.
Not done with the budget, the agency said another N3,300,000 should be approved for “international travel and transport” related to the “training” of its personnel.
The cumulative expenditure planned by the agency for its local and international training summed at N55,878,014.
The budget defence session for the agency in both the Senate and the House of Representatives Committee in Environment, with the Chairman Hon. Johnson Oghuma would be a session of explanation from the management of NOSDRA, led by its Director-General, Idris Musa.
NOSDRA said it would expend the sum of N53,199,000 on services to the agency. The amount would cover office rent for N30,000,000 while it would expend N10,979,400 on fumigation of the thirty million rented office space.
The agency proposed to burn N5,158,500 on fuel and its lubricants, in this spendings, N1.3 million would be used for motor vehicle fuel cost another N1.9 million would be used for plant/generator fuel cost to keep the office with electricity power while it’s sea boat fuel estimate would cost Nigerian taxpayers N1,350,300.
NOSDRA maintained that, N541.800 would be spent on “other” transport equipment fuel costs.
