IPPIS: NASU set for nationwide strike

THE Non-Academic Staff Union of Educational and Associated Institutions (NASU) says its members across the country will proceed on strike immediately schools reopen from the COVID-19 lockdown.

NASU is an umbrella body of non-teaching staff in all the federal universities, polytechnics and colleges of education nationwide.

The general secretary of the union, Mr Peters Adeyemi, who gave the hint in a statement said the strike is to protest the refusal of the Accountant-General of the Federation and the Minister of Labour and Employment to correct the anomalies in the implementation of the newly introduced Integrated Personnel and Payroll Information System (IPPIS) as regards payment of their salaries.

Adeyemi said members of the union have been experiencing various anomalies in salaries payment starting from February this year when the IPPIS policy was deployed by the federal government for all its workers.

He said that the union had already invoked the Trade Dispute Act CAP 432, Trade Disputes (Essential Services) Act, CAP 433 Law of the Federation of Nigeria 1990 and Trade disputes (Amendment) Decree No 47 of 1999 against the Accountant-General of the Federation and also communicated with the Minister of Labour and Employment, Dr Chris Ngige, on the issues without desirable response till date.

The NASU leader listed non-payment of salaries to some staff, short-payment of salaries to others, failure to pay approved allowances as contained in the FGN/NASU 2009 agreement, and non-remittance of check-off dues and cooperative deductions as some of the grouses.

He said the government deceived the leadership of the union into believing that the IPPIS platform would take care of all issues affecting workers.

“But it is now with this three-month experiment that we really got the true nature of IPPIS that it is a worse system when compared to the former policy,” Adeyemi said.

He added that unless the issues are resolved before schools are reopened, the union would certainly embark on the warning strike, and declare indefinite strike subsequently if the situation still persists.
