The Borno State Geographic Information Service (BOGIS) has stated that less than fifty per cent of landowners have a Certificate of Occupancy (C of O) in the state capital, Maiduguri.
The Executive Secretary of BOGIS, Engr. Adam Bababe disclosed this during a press briefing in Maiduguri on Wednesday.
He noted that very soon, BOGIS will embark on enforcing laws regarding land administration and management in certain areas of the state capital. Any violators of the law, including those aiding and abetting land grabbing, will be prosecuted accordingly.
According to him, the terms and conditions include a covenant to develop within two years from the commencement date of the term of the right of occupation and to pay annual ground rent in advance before January 15 every year.
He called on holders of Statutory Rights of Occupancy (C of O) to perfect their title documents, clear all their outstanding ground rents and other land charges, or face revocation of the said title documents.
“Upon the establishment of the Service (BOGIS) in 2020, a public notice was issued in that regard, especially to holders and occupants of disposed government quarters and selected layouts under the pilot scheme,” he added.
The Service is now in its fourth year of establishment, and it is ready to scale up the enforcement of all covenants (terms and conditions of grant of Statutory Right of Occupancy) to ensure equitable and optimal utilisation of land resources for the sustainable development of Borno State.
“In order to attain the vision of the service to ensure equitable and optimal utilisation of land resources for the sustainable development of Borno State, there is a need to step up the compliance level of the terms and conditions of grant by grantees of Statutory Right of Occupancy on the one hand, and the need for the service to enforce the breach of such terms and conditions to attain its goal of entrenching good land administration,” he emphasised.
He called on all holders and occupants of the Statutory Right of Occupancy to cooperate with the staff of the service, mentioning that the doors of the service are always open for all inquiries from 9 a.m. to 4 p.m., Mondays to Fridays.
