Bauchi State House of Assembly has decried the recklessness of commercial tricycle riders in the state which it lamented has led to lost of innocent lives while many have been maimed and confined to wheelchair.
The House therefore resolved to take another look on the laws that created the State Roads Traffic agency (BAROTA) with the view of properly capturing commercial tricycle riders as well as others not included in the existing laws.
The development followed a motion brought Under matters of urgent public importance, by the Deputy Speaker, Danlami Ahmed Kawule during plenary who drew the attention of the House to the high rate of accidents caused by tricycle riders known as Keke NAPEP on the highways.
According to him, tricycle drivers have caused havoc in which many people have lost their lives adding that the recklessness of the drivers of Keke NAPEP in Bauchi metropolis and other major towns in the state has caused many accidents.
The Deputy Speaker narrated that, “Two days ago, it happened in my presence along Bauchi – Kano Highway in which a Keke NAPEP caused an accident in which many people died” .
Danlami Kawule added that, ‘Last week along Gubi road, a Keke NAPEP caused another accident in which six people died. This is happening almost on a daily basis on our highways. These tricyclists should not be allowed on our highways causing accidents.”
Danlami Kawule therefore urged the House to call the attention of Bauchi State Road Traffic Agency (BAROTA) to pay more attention to Keke NAPEP riders and to create awareness to tricycle riders on safe driving.
In his response, Speaker of the House, Abubakar Y Suleiman concurred with the Deputy Speaker in which he narrated that one can hardly go out without seeing an accident involving a tricycle.
While contributing, Gazali Abubakar Wunti representing Ganjuwa East Constituency said that the issue is a serious one and advised that BAROTA should be responsible for regulating the tricyclists and subject them to training the way motorists go to driving school for training.
He added that Keke NAPEP drivers should also have a minimum training and be given license before they can be allowed to drive on the highways and other major roads across the state.
Minority Leader, Bakoji Aliyu Bobbo representing Chiroma Constituency opined that the issue require superior argument therefore the mover should make research, make superior arguments and recommendations and the House should then take a decision thereafter.
Bakoji Bobbo added that the Government has banned Okada and introduced keke NAPEP thus it means that there is a policy regulating the Keke NAPEP by the Government.
In his own contributions, Saleh Hodi Jibir representing Disina Constituency said that there is a bill before the House on BAROTA, therefore there is the need to review the bill and see if there is the need to include some of the prayers of the motion moved by the Deputy Speaker.
He added that the Bill is referred to the House Committee on works and the committee is working on the Bill before reporting back to the House, therefore the Committee should be asked to consider the issue raised.
The mover of the motion, Deputy Speaker, concurred with Saleh Hido Disina, he therefore requested that the Speaker should ask the Chairman House Committee on Works to look at the Bill and if there is no issue of regulating Keke NAPEP , it should be included.
The House then resolved to direct the Committee on Works to carefully study the BAROTA law and see where the pending issues can be included.
