Will open defecation end?

The government has been unable to ensure regular electric power supply, a major requirement for economic prosperity, employment and development, not to mention fixing bad roads, ill-equipped classrooms and hospitals, including even the state house clinics which are said to lack basic drugs.

Considering this inability to manage public infrastructure, how can toilets all over the country be managed? I think the government may have to establish a toilet commission as well.

I think the government should not lose focus and get overburdened because stable power supply can better the economy and help solve many challenges, including the management of toilets and eradication of open defecation
