The fund, according to the governor, was meant to finance the 50 percent counterpart funding of Universal Basic Education (UBE) projects in the state.
The governor had in a letter to the house sought the approval of the assembly to source the loan from the Zenith Bank.
Apart from the letter seeking the loan, the governor has also requested the house for approval to appoint four more special advisers.
The governor in the letter dated August 1, 2017, was seeking the authorisation of the receipt of the loan from Zenith Bank “to refinance outstanding current account obligation.”
After deliberations and contributions from members, the house unanimously approved the request and gave the governor the go ahead to get the loan.
The speaker of the house, Matthew Kolawole, said the house approved the request because the house needed speedy development in the primary education sector.
Also, in a letter dated 14th August, 2017, which was addressed to the speaker of house, the governor said “I write to request approval from the Kogi State House of Assembly to engage four special advisers immediately. This will increase the pool of qualified manpower available to my office. It will also increase the number of my special advisers from 21 to 25.
“I make the request in the interest of fairness and proportional representation, and to accommodate the special needs of larger local government areas like Lokoja, Ankpa, Okene and Dekina local government arrears whose interests are currently underserved by the rule of one Special Adviser per local government area.
