Bauchi State has been described as one of the best states as per IMPACT project implementation in Nigeria, just like during NSHIP implementation.
The assertion was made by the team lead of a joint mission from the World Bank office, the Federal Ministries of Health and Finance, and NPHCDA, Dr Abdu One Mohammed, during an assessment level of implementation of the Immunisation Plus Malaria Progress by Accelerating Coverage and Transformation Services, known as the IMPACT, project in the state.
While speaking at the Polio Emergency Operation Centre (EOC), Bauchi, Dr Amina Abdu One Mohammed, who is also the National Programme Manager of the IMPACT Project, told the gathering that, generally without mincing words, the state has done excellently well in the implementation.
She further stated that the visit was informed based on the IMPACT Project managerial oversight needs, organised by the World Bank in collaboration with the National Project Team.
According to Amina Mohammed, the key reasons that triggered the visit were to review the project performance in Bauchi State.
She noted that with 323 health facilities already, $10,000 has been disbursed, apart from the operational funds that will be shared with those facilities in the near future, quality improvement, and bonuses so as to be utilised for improved PHC services.
The IMPACT National Programme Manager further revealed that in the next few weeks, an additional $20,000 is expected to be disbursed to the over 360 health facilities across the state.
According to her, that means, from time to time, they will continue to inspect the running of these funds while reiterating the need to ensure accountability, proper, prudent, and result-oriented PHC services and management.
The main reasons behind the visit were to identify implementation bottlenecks, jointly brainstorm on proper and permanent solutions, and chart a way forward on how to robustly enhance project implementation. explained Amina
The team lead expressed satisfaction with the kinds of strategies put forward in the state, right from state team coordination, management of resources, procurement systems, and the ability to improve on the areas largely recommended by the national office of the project.
In his remarks, the Executive Chairman of Bauchi State Primary Health Care Development Agency (BASPHCDA), Dr. Rilwanu Mohammed, appreciated the support as well as the testimonies given, promising to continue to do more for improved services in primary healthcare provisions across the state.
Rilwanu Mohammed also pointed out that efforts are being made to ensure judicious management of resources in such a way that payments are being performed through remittances or e-banking, which have certainly prevented access to physical transactions for funds.
He pointed out that, after environmental gap analysis, baseline study, procurement processes, and other necessary requirements, the only bottleneck is that, over the course of one year, the funds that were made for environmental gap assessment became a big challenge to access and carry out operations based on the approved work plan.
He stressed that there is a need to look into the matter so as to quickly resolve possible issues.
During the meeting, there were presentations on the structures and operations of SPHCDA and the technical progress report and analysis of issues regarding the level of implementation of immunisation plus malaria progress by accelerating coverage and transformation services in Bauchi State by the State Programme Manager, Dr Adamu Mohammed.
