At least N20 million has been set aside in the proposed 2022 appropriation of the National Environmental Standards and Regulations Enforcement Agency (NESREA) for the purchase of Personal Protective Equipment (PPEs).
The initiative in the budget would also be complemented by another N29 million proposed in the 2022 appropriation for “environmental testing and control equipment, including PPEs.”
Nigerian Tribune can authoritatively state that the agency charged with the responsibility of maintaining a safe environment in Nigeria would expend over N20 million of public resources in procuring personal protective equipment for the 2022 fiscal year.
A close look at the budget which it would defend before Senator Ike Ekweremadu and Hon. Johnson Oghuma-led committees in the twin chambers of the National Assembly, NESREA made two budgets for PPEs – one provision as a single item and another made in conjunction with other needs.
NESREA noted that its Economic and Recovery Growth Plan (ERGP) “19176603 procurement of personal protective equipment” which is a new project would cost the federal government N20,000,00.
It also said in the budget document that the “ERGP 20105737” is an ongoing project for “procurement mobile and stationary environmental testing and control equipment, including personal protective equipment (PPEs)” at N29,708,531.
Further inquiry into the budget showed that the NESREA proposed an expenditure of N13,400,000 on the code “22020606” for cleaning and fumigation services.
Under its N30.1 million miscellaneous expenditure which represents 19 percent of the agency’s recurrent cost of N160,075,955, NESREA proposed an expenditure of N11,000,000, a 36 percent of the miscellaneous expenditure for what it termed “welfare packages.”
Among the seven provisions under the miscellaneous expenditure, the management of NESREA dedicated 20 percent of the budget N6,000,000 for its “honorarium and sitting allowance.”
This provision is exclusive if its budget proposal of N559,606,859 it had already proposed for allowances and termed on its line item as “non-regular allowances” captured in the code 21020101.
