Borno State Governor, Babagana Zulum has sworn in Dr. Mohammed Aminu Ghuluze as the new Head of Service, tasking him with implementing specialised training programmes to enhance civil servants’ competencies.
Ghuluze, a seasoned public servant and medical doctor, has held key positions in the state’s health and administrative sectors. His appointment is part of Zulum’s broader strategy to strengthen governance and ensure efficient service delivery across the state.
In his address, Zulum charged Dr. Ghuluze with developing a plan for training programmes, workshops, and mentorship initiatives.
“I want to emphasise the training of civil servants during your tenure and before the expiration of my term,” he said.

Zulum also congratulated Ghuluze on his appointment, praising his track record of achievements. “Your leadership abilities and commitment to delivering results are evident in your various roles,” he noted.
In his response, Ghuluze expressed gratitude to the governor and pledged his commitment to the task. “I am deeply honoured by the trust you have placed in me, and I am excited about the journey ahead,” he said.
The occasion was attended by top government officials, including the APC State Chairman, Hon Bello Ayuba, and the Secretary to Borno State Government, Alhaji Bukar Tijani, Government House Permanent Secretary, Mustapha Busuma.
