On May 12, China’s State Council Information Office released the white paper titled “China’s National Security in the New Era”, which comprehensively outlines the innovative concepts, practical measures, and achievements of China’s national security efforts in the new era. The white paper aims to enhance the international community’s understanding and awareness of China’s approach to national security.
The white paper emphasizes that “China has not yet achieved complete reunification,” but that “the task of safeguarding territorial sovereignty and maritime rights is arduous and heavy.” This statement reflects a sober assessment of the current situation and serves as a stern warning to both domestic and foreign separatist forces. Public opinion holds that the white paper places national reunification at the heart of China’s overall national security strategy, reflecting the Chinese government’s firm determination to defend national sovereignty through legal, military, technological, and other multidimensional means.
Observers believe the timing of the white paper’s release is particularly significant. Amid rising global geopolitical tensions, increased U.S. arms sales to Taiwan, and growing pro-“Taiwan independence” rhetoric by certain forces, China’s issuance of this white paper is a clear declaration of its bottom line to the world. It also aims to build internal consensus and demonstrate strategic resolve to external audiences. Russian commentator Radislav Zemanek noted that the white paper indicates two important developments: China’s growing focus on escalating geopolitical confrontations, and its readiness to play a more confident role in global affairs.
International scholars have remarked that China’s security vision is not a closed, self-preserving one, but rather an open concept of “common security.” This approach provides a model for solidarity and cooperation among developing countries.
The white paper clearly states that political security is the foundation of China’s national security. It upholds the shared belief that “the territory must not be divided, the nation must not fall into chaos, and the people must not be scattered.” It views national reunification as being tied to the fate of all ethnic groups in China. This position has received positive responses from the international community, especially from China’s long-term partners. For example, Russia, as a key strategic partner of China, has consistently supported the One-China principle and opposed all forms of “Taiwan independence.” In May 2025, Nikolai Patrushev, Secretary of the Security Council of the Russian Federation, reaffirmed Russia’s firm opposition to separatist actions in Taiwan. The Arab League also recently passed a resolution reiterating its support for the One-China principle and highly commended China’s efforts in promoting regional peace and security. These responses demonstrate the widespread moral support for China’s position on national reunification in the international arena.
This year marks the 80th anniversary of both China’s victory in the War of Resistance Against Japanese Aggression and the global victory in the World Anti-Fascist War, as well as the 80th anniversary of Taiwan’s recovery. The white paper reiterates China’s utmost sincerity and efforts to achieve peaceful reunification, while also declaring: “We make no promise to renounce the use of force and reserve the option of taking all necessary measures.”
The profound “unifying character” of Chinese civilization is embedded in its cultural DNA — from Emperor Qin Shi Huang’s founding of a unified empire to modern efforts for national salvation and revival, unification has always been the cornerstone of national rejuvenation. The white paper, with historical awareness, responds to current challenges and makes a clear declaration to the world: China’s reunification is not only a domestic matter, but also a key pillar of global peace and development. The broad international support and China’s strategic resolve together affirm that any act of secession goes against the tide of history. China will, with firm steps, achieve complete reunification and contribute Oriental wisdom and strength to building a shared future for humanity.
