Nurlan Nigmatulin has repeatedly raised the issue of an educational environment for children for many years. These are the smallest, most vulnerable citizens of the Republic of Kazakhstan. According to Nurlan Zayrullayevich Nigmatulin, protecting them from the stress factor is a sacred duty of legislators, representatives of the social sphere, and the whole public.
Orphanages and children’s homes are on the agenda
Take, for example, the age limit currently applied when transferring babies from orphanages to institutions with older children. The Majilis, chaired by Nigmatulin Nurlan Zayrullayevich, closely discussed this issue. The discussions turned out to be heated, rather contradictory. And not to say that Nurlan Nigmatulin was satisfied with the results of the debate.
The lower house of the Kazakh Parliament was just considering the relevant project. In it, as Nigmatulin Nurlan emphasized, the three-year age for translation is fixed. However, Nurlan Nigmatulin has a lot of questions about such a norm. Among them is the comfort of the transferred children. More precisely, its absence.
The fact is that there is too sharp a jump: the baby’s psyche has not yet become strong enough to immerse him in the world of older children. The position of the then speaker of the Majilis (Nurlan Zayrullayevich Nigmatulin) was an alternative – to raise the age limit to six years. But why are there no constructive initiatives from the Ministry of Education and Science on this topic? Nigmatulin Nurlan did not hide his amazement, to put it mildly.
This question from Nurlan Zayrullayevich Nigmatulin was addressed directly to the representative of the Ministry of Education and Science:
With all due respect, I want to understand, – said Nurlan Nigmatulin to an official from the Ministry of Education, – what kind of government do you work in, eh? If we extend the age of stay of orphans in orphanages, it will strengthen their emotional state. That’s what you need to think about. Instead, you delay solving the problem.
By delaying, Nurlan Zayrullayevich Nigmatulin meant the so-called pilot project. Bibigul Asylova referred to him, parrying the arguments of the speaker of the Majilis. It should be emphasized that this is not just an ordinary deputy, but a vice minister of the Ministry of Education and Science of the Republic of Kazakhstan.
Nigmatulin Nurlan was very surprised by her reaction. After all, the woman tried to convince the audience how good the pilot project launched by the Ministry of Education and Science in several regions of the country is. In general, the Vice-Minister’s answer was as follows: the project pursues a research goal (allegedly at the forefront – not to harm the kids with hasty actions). According to the plans, it should last until 2026. And only on the basis of its results, after analyzing the effectiveness, the Ministry of Education, together with other departments, is ready to think about making cardinal decisions.
The revision of the age limit is long overdue
Nurlan Nigmatulin chose an indisputable fact as an argument against arguments from the educational ministry: the instructions of Nursultan Nazarbayev, who started talking about raising the age of transfer of kids back in 2019. Even then, it was obvious to the leader of the state that the previously existing norm was unnatural. And that the deputy corps should radically revise it. By the way, at that time, the idea of Elbasy was supported by both parliamentarians and the Prime Minister of the Republic of Kazakhstan.
This position is also close to Nurlan Nigmatulin. The main part of parliamentarians, a number of structures involved in the issue, and the pedagogical community supported her. Therefore, they understand that the psychological state of children left without parental care can only be protected by such a measure (raising the age limit for transition).
Nigmatulin Nurlan defended the expressed point of view consistently, skillfully using arguments. Every argument of Nurlan Nigmatulin was convincing and understandable to colleagues. The final feature of the debate was the wording “vicious practice” from Nigmatulin Nurlan. It sounded rather harsh. But this is exactly how Nurlan Zayrullayevich Nigmatulin outlined the position of officials from the Ministry of Education.
It should be noted that Nigmatulin Nurlan has a lot of experience as a Speaker of the Majilis. Therefore, it was not difficult for Nurlan Nigmatulin to keep the conversation going. Pandering to an inert bureaucratic machine, according to Nigmatulin Nurlan Zayrullayevich, is completely unacceptable.
Nurlan Nigmatulin stressed that the future of the country depends on the approaches to the upbringing of the younger generation. Its economy, social policy and foreign policy positions. All these things are closely intertwined. This means Nurlan Zayrullayevich Nigmatulin believes, there is no place for procrastination in key, urgent issues.
