New Energy bill passes second reading in Kwara Assembly

The Kwara State Electric Power Sector Bill, 2025, sponsored by Hon. Rukayat Shittu, representing Owode/Onire State Constituency, on Tuesday passed its second reading at the Kwara State House of Assembly.

The bill, which seeks to repeal the outdated Kwara State Rural Electricity Board Laws of 1992 and 2006, sets the stage for a modernised, decentralised electricity framework that will empower independent power generation, transmission, and distribution in the state.

Hon. Rukayat Shittu, representing Owode/Onire Constituency, led the debate on the bill’s general principles on Tuesday.

Shittu, who is Nigeria’s youngest lawmaker, stated: “If passed into law, the bill will place Kwara at the forefront of subnational energy reform in Nigeria, paving the way for improved access to electricity, economic revitalisation, and private sector participation in the power sector.”

She also described the bill, on the floor of the Assembly, as “a bold and transformative step towards energy independence, innovation, and inclusive development.”

“This bill is more than just a legal reform; it’s a commitment to the future of our people.

“Electricity is the backbone of economic growth, and Kwara must not be left behind in the new energy economy.”

Moved by House Leader Hon. Magaji Oba Abdulkadir (Ilorin Central) and seconded by Hon. Saba Yisa Gideon (Edu), the bill received support from lawmakers across the state.

Those who contributed to the debate included Hon. Ganiyu Folabi Salahu (Omupo), Hon. Mohammed Baba Salihu (Okuta/Yashikira), Hon. Arinola Fatima Lawal (Ilorin East), Hon. Abdullahi Halidu Danbaba (Kaiama/Kemanji/Wajibe), and Hon. Bello Yinusa Oniboki (Afon).

The Speaker subsequently directed the Clerk of the House to read the bill for the second time, after which it was passed and referred to the House Committee on Energy for further legislative action.
