Germany has outlined seven key requirements skilled workers must meet to qualify for permanent residency, also known as a settlement permit.

Unlike a temporary residence permit, a settlement permit does not expire. It allows holders to live, work, start a business and stay with their family members in Germany without restrictions.

Under German law, a skilled worker includes:

  • Individuals with recognised vocational training obtained in Germany or abroad
  • Graduates with German or internationally recognised university degrees
  • EU Blue Card holders
  • International researchers covered under EU Directive 2016/801

People outside these categories are not eligible to apply for permanent residency under Section 18c, regardless of how long they have lived in Germany.

Below are the seven requirements to qualify for permanent residency in Germany:

1. Minimum residency period

Applicants must have held a valid residence permit for at least three years.

2. Financial stability

Applicants must prove they can support themselves without relying on government assistance.

3. Pension contributions

Applicants must have paid into Germany’s statutory pension insurance for at least 36 months, either through compulsory or voluntary contributions.

4. Employment status

Applicants must be employed in a job that is permitted under their current residence status.

5. German language proficiency

Applicants must have at least a B1 level of German language proficiency under the Common European Framework of Reference for Languages (CEFR).

6. Knowledge of German society

Applicants must show a basic understanding of German laws, the social system and everyday life, usually by passing the “Living in Germany” test.

7. Adequate accommodation

Applicants must have enough living space for themselves and any family members living with them.

Application process and fees

Applicants who meet all the requirements are expected to book an appointment with their local foreigners authority to begin the application process.

The authority will provide information on the documents required.

Applicants are also required to pay an application fee, which varies depending on their category but is typically up to €150 and is payable when submitting the application.
