Bauchi State governor, Senator Bala Abdulkadir Mohammed has sworn in a new Head of the Civil Service (HoS), Yahuza Adamu Haruna, Chairman, Civil Service Commission, and 21 Permanent Secretaries, charging them to quickly adapt themselves to be able to perform optimally.
Speaking during the ceremony, which was held at the New Conference Hall of the Government House, the Governor called on critical stakeholders in the civil service to join hands with his administration to revitalize and reinvigorate the service for it to regain its lost glory.
Bala Mohammed said that the task before the new Head of Civil Service is an enormous one calling on the HoS to ensure effective and efficient deployment of personnel and material resources for the implementation of government policies and programmes by the various Ministries, Departments and Agencies (MDAs) in the state.
He said: “To the new Head of Civil Service, you have to bring into play your wealth of experience and knowledge into play and carry along all permanent secretaries in the discharge of the onerous duties of your office,”.
While congratulating the new appointees for their well-deserved appointments, the Governor said that they were chosen after painstaking appraisal of their competency to be appointed into the respective offices.
He enjoined the appointed Chairman of the State Civil Service Commission to ensure that due process and extant laws of the civil service are observed in appointments, promotion, and disciplinary actions in the service.
The Governor also said that as accounting officers of their respective MDAs, the Permanent Secretaries were to guide and direct in the application of government policies and interpret the rules and regulations of the civil service.
Bala Mohammed then tasked the Permanent Secretaries to cultivate and sustain cordial relationships with their Commissioners with a view to ensuring smooth implementation of government policies and programmes.
He said that “As civil servants, the Permanent Secretaries should imbibe the culture of neutrality and loyalty to the government of the day. Under no circumstance should they involve themselves in partisan politics.”
“Ours is a government that believes in maximizing the use of scarce resources for the benefit of the generality of the good people of the state,” Governor Mohammed said.
He then warned that his administration will not condone mismanagement of resources and bastardization of the civil service for selfish ends, noting that it was for this reason the administration introduced sanity in the management of public funds in order to get the state back on track.
Bala Mohammed used the medium to announce that necessary arrangements have been made for the state to migrate from the current Defined Benefit Scheme to the Contributory Pension Scheme.
He extended his sincere appreciation and gratitude to all the state civil servants for their support, cooperation, and understanding in the effort of addressing problems associated with the payment of salaries and pensions.
Speaking on behalf of the sworn-in appointees, the new Head of Civil Service, Alhaji Yahuza Adamu Haruna, assured the governor of their total support and cooperation for effective service delivery.
He said that he will use his wealth of experience in the service to ensure that the set objectives of the government were achieved assuring that from now a new, well-motivated and reinvigorated civil service will emerge in the state as expected by the Governor.
Yahuza Adamu also assured that the Permanent Secretaries will be assigned to various MDAs based on their fields in order to promote professionalism and goal getting.
