In an effort to ensure effective legislation in the 9th Assembly, Speaker of Bauchi State House of Assembly, Kawuwa Shehu Damina, members- elect of the 9th Assembly would be trained on basic skills of legislative works in the state.
Shehu Damina who made this known while briefing Journalists in Bauchi on Thursday, said that members-elect would be equipped with basic skills of legislative works to enhance their performance on legislation.
He also said all arrangements have been concluded on the induction of the members elect on the skills for legislative works in three phases.
“For them to get acquainted with all the necessary skills required in carrying out their constitutional roles adding that phase one will be introductory part of legislative works. Phase two will be practical knowledge while phase three will be follow up of the induction and previous training,” the Speaker said.
Shehu Damina further said that it was meant to impact on the legislators the rudiments of leadership and administration, noting that all the members elect would ensured that they are equipped adequately on the roles expected of them.
The Speaker also said, the induction was to acquaint the legislators with the basic knowledge of parliamentary, immunities, security and governance, among others adding that the election and re-election of the lawmakers was a proof of their credibility and acceptability by their constituents.
The Speaker then urged on members elect of the 9th Assembly to focus much on pro-people and pro-development legislation in the state.
“Elected members are expected to provide immense contributions through legislation and resolutions that are geared towards legal backing for policies. Programmes and other activities of the Government as well as to aid development in all the 20 Councils of the state,” he added.
According to him, citizens are expecting cordial relationship between the Legislative House and the Executive that would pave way for performing constitutionally assigned roles of exercising control over the state’s purse and said that it would also provide a pro-active House of Assembly.
Shehu Damina however charged the members to focus their attention on the development of the state as a whole saying, “We are elected to come and represent our people to make all sectors viable for the benefits of all.”
Meanwhile, the Bauchi State House of Assembly has passed for the third reading, a bill for the establishment of Social Development Institute (SDI), Ningi, in Ningi Local Government Area of the state.
The Chairman, Committee on Education, Alhaji Yusuf Dadiye (Ganjuwa west) while briefing Journalists in Bauchi said the bill was passed on Wednesday after the consideration and adoption of the report of the Committee on Establishment.
According to him, the purpose of passing the Bauchi State Institute of Social Development (SDI) Ningi bill is to give the institute legal backing.
“We understand the institution lacks legal backing that is why it lost its glory, which led to less patronage by applicants to study in the institution.
“If the institution gets the full backing of the law, the certificate will be accepted across the country and the institution will have the opportunity to be affiliated with any other university,” Dadiye said
He said the committee recommended the need to transfer the institution to the state ministry of education for the betterment of the state and the academic environment in general.
“We also recommend the appointment of provost and other academic staff to oversee administration and admission process of the institution. It will also undergo one year remedial studies that prepare students, who wants to rewrite the NECO and WAEC O levels,” he said.
Dadiye also said the committee recommended for the introduction of more courses such as diploma in crime management, home management, public administration , information and technology, conflict resolution among others for the institution and appealed to the Bauchi state governor to endeavour to sign the bill, so that the institute would received a boost and witness development.
