Schemes of service strictly for federal polytechnics, not state — NBTE Secretary

The Executive Secretary of the National Board for Technical Education (NBTE), Professor Idris Bugaji, has said that the proposed schemes of service for polytechnics are strictly for federal polytechnics.

He made this known in Kaduna on Monday while addressing newsmen at the headquarters of NBTE, explaining the draft 2024 schemes of service for the polytechnics.

The NBTE boss noted that the appeal made by the Federal Polytechnics Academic Staff Union (FEPASU) was well noted.

However, he quickly clarified that “the Schemes of Service are strictly for the Federal Polytechnics that they represent.

“Federal Polytechnics have ownership and governance peculiarities that make them different from State Polytechnics.”

He disclosed, “And more importantly, education is on the concurrent list in our Constitution, and NBTE cannot therefore impose the new Scheme of Service (after its final validation) on any state polytechnic.

“As such, ASUP should be reduced to where they belong, the state polytechnics, and the new Scheme is not for them.

“All our accreditations in state polytechnics shall henceforth be strictly on academic programmes only to ensure standards are maintained.”

He therefore appealed to the polytechnic lecturers to refrain from embarking on the planned strike by their union, saying that “anybody who goes on strike, we will apply the principle of ‘No Work, No Pay.’ Let them consider their future and not succumb to the rhetoric of their mother union.”

Bugaji maintained that while the 2024 Schemes is a revolutionary document with its recognition of HND holders for the first time as graduate assistants like their university counterparts in polytechnics, it also requires principals and chief lecturers to have doctorate degrees. This requirement cannot be negotiated.

“This is because while we ask for parity between universities and polytechnics, we can’t allow the highest academics in polytechnics to have only a master’s degree.

“The indolent academics who, in the past, ran and hid in polytechnics to avoid doctorate degrees shall henceforth have no hiding place anymore,” he said.

The Executive Secretary also pointed out that many areas require amendment, including the dichotomy against HND holders in other cadres, the omission of some cadres, allowing at least one skipping for all cadres like it is in other tertiary institutions in Nigeria, and not elongating the waiting period for all promotions beyond three years.

He added, “These observations from the Committee of Rectors of Federal Polytechnics, polytechnic staff unions, and the National Association of Polytechnic Students have been forwarded to the Head of Service.”
