Reps pass anti-sexual harassment bill through second reading

The House of Representatives, on Wednesday, passed the bill which seeks to make Comprehensive Provisions for the Prohibition and Punishment of Sexual Harassment of Students by Educators in Tertiary Educational Institution and for related matters.

Speaking on the intendment of the Senate bill transmitted for concurrence, Majority Leader, Hon Alhassan Ado Doguwa, said the proposed legislation seeks to promote ethical standards in tertiary institutions and protect students against sexual harassment by educators.

Also at the plenary, the House resolved to step down the bill which seeks to empower State Governments to establish Seaports without the permission of the Federal Government.

The private member bill sponsored by Chairman, House Committee on Judiciary, Hon. Onofiok Luke which slated for Second Reading seeks to alter the 1999 Constitution by removing item 36 (maritime shipping and navigation) from the Exclusive Legislative List and transfer it to the Concurrent Legislative List.

In his lead debate, Hon. Luke explained that the bill seeks to transfer the clause to item 32 on the concurrent legislative list, new items 33, 34 to state as follows: “a House of Assembly may make laws for the State with respect to maritime shipping and navigation, including shipping and navigation on tidal waters.

“Shipping and navigation on the River Niger and its affluents and on any such other inland waterway not designated by the National Assembly to be an international waterway; lighthouses, lightships, beacons and other provisions for the safety of shipping and navigation, such ports not being federal ports (including the Constitution and powers of port authorities for State ports).”

Speaking against the bill, Chairman, House Committee on Navy, Hon Yusuf Gagdi, argued that with the current security situation it’s better the ports are in the hands of the Federal Government.

In the same vein, the House tasked Federal Government to immediately deploy more military personnel and intelligence operatives to assist and complement the operations of the ‘Safe Haven’ Task Force in Zango Kataf and other Local Government Areas in the Southern part of Kaduna State.

The resolution was passed sequel to the adoption of a motion sponsored by Hon. Amos Magaji, who bemoaned the incessant attacks by bandits on communities in Kaduna State.

In the bid to safeguard the lives of armless citizens in the affected areas, the House urged Federal Government to establish a Military Command or Battalion in Zango Kataf.

The House also urged the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development and the National Emergency Management Agency (NEMA) as well as other relevant agencies to immediately provide relief materials to the affected victims.
