17 months after the federal government approved the National Mass Metering Programme (NMMP), only 622,429 or 38% of the 1,645,337 consumers in the Benin Electricity Distribution Company (BEDC) have been metered so far as of December 2021.
This is just as the Managing Director of BEDC, Mrs Funke Osibodu disclosed that the company has received 156,434 complaints from consumers in its franchise states of Edo, Delta, Ondo and Ekiti states in the last two years.
The Commissioner, Consumer Affairs of the Nigeria Electricity Regulation Commission (NERC), Mrs Aisha Mahmud who disclosed this yesterday at the Consumer Care Forum of the BEDC in Benin remarked that the commission developed the Metre Asset Provider and National Mass Metering Regulation (MAP/NNMR) to effectively close the metering gap, enhance revenue assurance, eliminate estimated billing and attract private investment in metering.
Mrs Mahmud lamented that going by figures recorded by the successor distribution companies, at least four out of every election ten prepaid metres installed are either bypassed or tampered with by customers.
She however assured that in addition to sanctions approved by the NERC, the National Assembly is considering a request to criminalize the rising cases of illegal connection, metre bypassing, and tampering.
She said: “It has been reported by the successor distribution companies at least four in every ten prepaid metres installed are either bypassed or tampered with by customers with consequential adverse impact on revenue recovery and financial viability of the industry.”
Mrs Osibodu who also spoke at the event however noted that out of the 156,434 complaints received by the electricity company, 154,539 were treated and disposed of.
