The political misunderstanding that has been lingering between the legislative and executive arms of government in Bauchi State which stalled the presentation of the 2021 appropriation to the State House of Assembly by the governor, Sen. Bala Mohammed last Wednesday may have been politically resolved.
During the plenary of The House on Thursday, two official communications from the Executive Arm were received as Presented by the Majority Leader of the House, Tijjani Muhammad Aliyu revealing that in the first message, the Governor requested the approval of the House to allow him to present the 2021 budget on Tuesday, 15th December 2020 due to the communication gap in the previous letter which the Governor requested for the presentation on Wednesday, 9th December 2020.
Minority Leader of the House, Bakoji Aliyu Bobbo moved for the approval of the House to allow the Governor, Sen. Bala Abdulkadir to come and present the 2021 budget proposal.
Abdulkadir Umar Dewu representing Kirfi Constituency seconded that the House should allow the Executive Governor to present the 2021 budget on Tuesday 15th December 2020.
Also, the Governor requested the House to screen and confirm Alhaji Garba Gamawa as Auditor General for Local Governments after which the Majority Leader moved that the House should screen the nominee immediately and was seconded by the Minority Leader.
The House through voice votes approved that the governor should come to present the 2021 appropriation as he requested.
It will be recalled that the governor had earlier wanted to present the 2021 budget proposal to the Assembly but could not because the members refused to allow the presentation to hold due to reported political differences between the two arms.
Meanwhile, Speaker, Bauchi State House of Assembly, Abubakar Suleiman has sworn in the newly elected member representing Dass Constituency, Bala Ali Lukshi.
The Speaker while swearing him in during the House plenary on Thursday, congratulated the new member for winning his election and joining them in the State Assembly under the party of APC.
He said that “Although I have personally congratulated you immediately after you were announced as the winner of the by-election, I will once again congratulate you for the confidence people of Dass repose in you.”
“I urge you to work diligently towards the development of your constituency and the state in general.” The Speaker further said.
Under personal explanation, Majority Leader, Tijjani Muhammad Aliyu extended the appreciation and felicitation of APC lawmakers to the constituents of Dass for the peaceful conduct of the by-election.
He congratulates the new member and urges him to work toward providing positive development to Dass constituency and Bauchi State.
Also under Personal Explanation, Minority Leader, Bakoji Aliyu Bobbo being PDP leader in the House, congratulated the new member, Bala Ali Lukshi on behalf of the PDP Members and prayed that they will live in peace with him the way they peacefully worked with his predecessor Late Musa Mantau.
He stressed that “Hon. Mantau lived peacefully with everyone. I can recall when we paid a final condolence visit to Baraza, Sarkin Baraza told us they lost a worthy son.”
“I hope you will do the same as Hon. Mante. PDP and APC are living in peace in the Assembly, they considered Bauchi State as one and do everything together to bring development to the State.” The Minority Leader explained.
Under the same matter, Musa Wakili Nakwada representing Bogoro Constituency congratulated the new member on behalf of the Members from Dass, Bogoro and Tafawa Balewa Local Governments and promised to work together with the new member for the interest of the Federal Constituency.
Musa Nakwada said jokingly that, “Being a Basayi, myself and your predecessor, late Hon Mante would always crack jokes, I will do same with you Hon. Lukshi.”
Equally, Jamilu Umaru Dahiru representing Bauchi Central Constituency who described himself as the Leader of the New Nigeria Peoples Party (NNPP) in Nigeria, congratulated Bala Ali Lukshi on behalf of the party and thanked the people of Dass for voting him, saying he is sure Bala Lukshi will not disappoint them.
Alhaji Kabiru Garba Gamawa appeared before the Honourable House for screening as Auditor General for Local Government.
Speaker Abubakar Suleiman asked the nominee a constitutional question before allowing the Members to ask him some questions
However, Hon. Gazali Abubakar Wunti representing Ganjuwa East requested the House to allow the nominee to take a bow and go because of his record and antecedents when he served ad Deputy Accountant General.
Umar Yakubu representing Udubo Constituency seconded Gazali Wunti saying that the nominee who is from his Local Government, Gamawa, is a gentleman thus he should take a bow and go.
The Members unanimously approved the motion moved by Gazali Wunti and asked the nominee to take a bow and go just as Jamilu Umaru Dahiru representing Bauchi Central Constituency moved that the nominee should be confirmed and was seconded by Tukur Ibrahim representing Toro constituency.
The House unanimously confirmed Alhaji Kabiru Garba Gamawa as Auditor General for Local Governments as contained in a statement by Abdul Ahmad Burra, Spokesperson to the Speaker, Bauchi State House of Assembly.
Also, the House received a petition from Toro Local Government against Dr Sambo Adamu of General Hospital Toro for abuse of office and official misconduct.
The Acting Chairman of the House Committee on Public Petitions and Human Right Hon. Bakoji Aliyu Bobbo laid the petition before the Assembly for discussion and necessary action.
The Speaker, however, referred the petition to the committee for further legislative action and report back to the House in two weeks.
