Agric research institutes tasked on revenue generation, budget implementation

THE various agricultural research institutes in the country have been charged to generate revenue from the various agricultural commodities that they produce.

The Executive Secretary, Agricultural Research Council of Nigeria (ARCN), Professor Garba Sharubutu disclosed this to journalists after a high level interactive meeting on budget implementation.

Sharubutu said the meeting was basically to ensure that budget implementation is focused. He said the meeting also aimed at ensuring that Chief Executives of Research Institutes implement the budget in accordance with the laid down rules and regulations.

“The outcome of the meeting is that the research Institute, the Chief Executives were cautioned to ensure that this year’s budget is implemented according to laid down rules and regulations and to observe the various thresholds to make sure that no chief executive passes his threshold.

“The second is that revenue generation must be given a boost this time around for all our research institutes that are able to produce seedlings, seed, fingerlings, eggs, breeds of animals for sale, we must make sure we capitalise on whatever that is given to us in the budget to surpass what has been invested.

“This time around, we must augment what is happening at the state level in terms of extension teaching, these are the key things we were able to discuss”, he said.

He said the meeting was an interactive session on budget implementation for 2021 and the proposal for 2022 budget, and the research team was expected to sit down and deliberate on what is contained, what are the deliverables and what are the various procedures they are going to follow to implement the budget given the ministerial mandate and deliverables?

“So, we want to move away from when budget was just being done without a focus, this year we want to have a focus for the budget implementation and that is the more reason why we invited all the research institutes under agriculture, the universities of agriculture as well as the Federal Colleges of Agriculture”, he added.

The ARCN boss said the meeting was chaired by the Permanent Secretary of the Ministry of Agriculture and Rural Development, Dr Ernest Umakhihe, with the participation of the House Committee on Agricultural Colleges and Institutions.
