Zelenskyy offers Trump mineral partnership, seeks security

Ukrainian President, Volodymyr Zelenskyy, has proposed a mineral partnership with the United States, offering access to Ukraine’s vast deposits of rare earths and other critical minerals in exchange for financial and security assurances. 

The proposal comes as President Donald Trump pushes for a swift resolution to Ukraine’s ongoing war with Russia.

Speaking to Reuters on Friday, Zelenskyy examined a once-classified map of Ukraine’s mineral wealth, highlighting resources crucial to modern industries. “If we are talking about a deal, then let’s do a deal, we are only for it,” he said, stressing the need for security guarantees as part of any agreement.

Ukraine initially presented the idea of opening its critical minerals sector to investment last autumn as part of a broader “victory plan” aimed at strengthening its negotiating position and pressuring Moscow into peace talks. 

Zelenskyy noted that while about half of Ukraine’s rare earth deposits remain under its control, the rest—along with other key resources—are occupied by Russian forces.

“We need to stop Putin and protect what we have – a very rich Dnipro region, central Ukraine,” he said, warning that Moscow could leverage these minerals for allies such as North Korea and Iran. Rare earths are vital for producing high-performance magnets, electric motors, and consumer electronics, making them strategically significant in global markets.

Zelenskyy pointed to Ukraine’s substantial reserves of titanium, essential for aviation and space industries, and uranium, a key component in nuclear energy and weaponry. 

Many titanium deposits are located in northwestern Ukraine, away from active conflict zones. He also revealed that Soviet-era geological surveys, taken to Moscow when Ukraine gained independence in 1991, have given Russia detailed knowledge of these resources.

Positioning Ukraine as a key player in a transactional approach to diplomacy, Zelenskyy insisted that any resource partnership with the U.S. must be mutually beneficial. 

“The Americans helped the most, and therefore the Americans should earn the most. And they should have this priority, and they will. I would also like to talk about this with President Trump,” he said.

Beyond minerals, Zelenskyy disclosed ongoing discussions with the Trump administration about using Ukraine’s underground gas storage facilities to store U.S. liquefied natural gas (LNG). “I know that the Trump administration is very interested in it … We’re ready and willing to have contracts for LNG supplies to Ukraine. And of course, we will be a hub for the whole of Europe,” he said.
