There and back again: America’s golden age, its far-reaching global impact (2)

 

IN the first part of this article, I commenced discussion on the contents of the inaugural speech of President Donald

J. Trump. I summarised the speech into 10 paragraphs, including the defence of America from threats of invasion, economic rescue, tax relief for Americans, ensuring competence and effectiveness in gover-nance, free speech, end to racial division, military reform, promotion of peace, reclaiming America’s lost heritages and space exploration. I also considered the various executive orders that President Trump had signed and how they relateto the inaugural speech. So far, I have considered the 10 executive orders on the defence of America against threat of invasion.

In this part of the article, I will examine the other executive orders in relation to other points of action as revealed in the President’s speech.

President Trump’s Executive Order on Economic Rescue

1. Reevaluating and Realigning United States Foreign Aid:Trump believes that the former policy on foreign aid is antithetical to the American values and is capable of destabilizing world peace. Consequently, he imposed a 90-day pause on the United States’ foreign development assistance for assessment of their efficiencies and consistency with the United States foreign policy.

2. On employees and mode of work:He terminated remote work arrangements and required employees to return to work in-person at their respective duty stations on a full-timebasis. This is subject to exemptions as may be deemed fit by the department and agency heads. 3. Freeze:Hiring of Federal civilian employees was frozen from 20 January 2025. In addition to this, the Director of the Office of Management and Budget is expected to submit a plan to reduce the size of the federal government’s work-forcewithin 90 days of the ban. The heads of departments and agencies are enjoined to utilise available personnel and resources to improve the public service.

4. Delivery of Emergency Price relief for American families and defeating the cost-of-living Crisis: This is aimed at restoring the purchasing power of the American family.

Hence heads of all executive departments and agencies are to pursue appropriate actions to: lower the cost of housing, eliminate unnecessary administrative expenses that increase healthcare cost, eliminate counter productive requirements that raise the costs of home appliances, create employment opportunities for the American workers, eliminate all coercive climate change policies that increase costs of food and fuel. 5. America First Policy: The American trade policy should put the American economy, workers and national security first. This will revitalise the supply chains, leading to massive economic growth, low inflation, increased wages and reduction in trade deficits benefitting American workers, manufacturers, farmers, ranchers, entrepreneurs and businesses. The appropriate executive heads are therefore to investigate the causes of America’s large and persistent annual trade deficits in goods, economy and national security and recommend appropriate measures to remedy such deficits. Also, all unfair trade practices by other countries should be examined and recommendations should be given on appropriate cause of action.

The Organisation for Economic Co-oper-ation and Development (OECD) Global Tax Deal:The OECD Global Tax deal allows extraterritorial jurisdiction over American income and its ability to enact tax policies that serve the interest of American business owners and workers. Hencethe OECD Global Tax Deal was abolished in the United States. 7.

President Trump’s Executive Order on Competence and Effectiveness in Governance

1. Regulatory Freeze pending Review: All rules proposed or already sent to the Office of the Federal Register but has not been published in the Federal Register will not be implemented until the department of agency head reviews and obtains approval for such rule. 2. Restoration of accountability to policy-influencing positions within the federal workforce: Civil service supervisors and other policy-determining, policy-making and policy advocating roles are required to faithfully implement administration polices to the best of their abilities and in consistence with their constitutional oath failing of which they will be dismissed.

3. Restoration accountability for career Senior Executives:This ensures that Senior Executives Service Officials are properly accountable to the president and the American people. Any senior executive who engages in authorised disclosure of deliberations of the executive branch, or violates the conductional right of Americans, or refuse to implement policy priorities, or perform their duties effectively will be held account-able. Hence a performance plan must be issued and adhered to. 4. Establishment and implementation of the president’s department of government efficiency:This creates the department of government efficient to modernise federal technology and software to maximise government efficiency and pro-ductivity.

1. Restoring Names that Honour American Greatness: This is an order of government renaming the Gulf of Mexico, Denali and other important cites.

1. Reformation of the Federal Hiring Process and Merit to Government Service: Hiring in America will no longer be based on sex, race or religion but on best-qualified and patriotic candidates. A Federal hiring plan must therefore be developed within 120 days and circulated. 2. Keeping Americans safe in Aviation: This memo orders the Federal Aviation Administration to end all Diversity, Equity and Inclusion (DEI) programs and hiring practices, and to “return to non-discriminatory, merit-based hiring.

3. Radical and wasteful government DEI Programs and Preferencing:This was to terminate the “Advancing Racial Equity and Support for UnderservedCommunities through the Federal Government” policy of the Biden Administration. Thisis because Trump considered that this policy was wasteful and that it indicated discrimination. 4. Illegal Discrimination and Restoring Merit-Based Opportunity:This far-reaching order extends the anti-DEl effort beyond the federal government itself, to contractors and private entities

1. The Weaponization of the Federal Gov-ernment: This order finds that the Biden administration used federal agencies and the intelligence community to punish political opponents. This order therefore aims to revers that. 2. A proclamation pardoning and commuting sentences for January 6 offenders.
