Former Deputy Director of Naval Intelligence, Commodore Omatseye Nesiama (Rtd), has called for a clearly defined and actionable national security strategy, stressing that effective implementation—not mere policy formulation—is what Nigeria urgently needs.
Nesiama made the call shortly after he and his wife dedicated the new headquarters of Top-Private Security Services Nigeria Limited and the Top-Private Training Academy to God in a ceremony conducted by Rev. (Dr) Justin C. Okoroji Jnr, Minister-in-Charge of First Baptist Church, GRA, Warri.
Speaking at the event, Nesiama, who contested for the Delta South Senatorial seat under the New Nigeria People’s Party (NNPP) in the 2023 general elections, underscored the importance of community transformation and spiritual guidance in addressing national challenges.
“We are dedicating this project to God for giving us the grace to transform what was once a desolate, crime-infested space into a beacon of hope,” he said. “Our vision is that this transformation will ripple through the entire community, touching lives and ultimately impacting the nation.”
He stated that the academy will offer professional certification in various sectors including security, health, safety, and environment (HSE), entrepreneurship, aviation, hospitality, and maritime studies.
“The goal is to offer both local and internationally certified training,” Nesiama noted. “We are already in partnership with international bodies and have secured national accreditations, with more in view.”
On national security, he asserted: “National security is not ad hoc – it requires a grand strategy, one that is not just formulated but implemented effectively. Private organisations, government, and citizens all have a role to play in a coordinated effort to secure our nation.”
He lamented the tendency of many national conversations and security workshops to end without tangible action.
“Many of these workshops end up as mere talk-shops due to lack of implementation. We must insist on accountability and take purposeful action,” he said.
Reflecting on the transformation of the site, which he described as formerly riddled with drug-related activities and other vices, Nesiama said the area is now witnessing positive changes.
“Already, neighbouring buildings are being renovated. With our community social responsibility efforts, including drainage and slab coverings, we’re doing our part. However, we’ve appealed to the State Government to support us by rehabilitating the access road.”
He emphasised that the academy is also designed as a tool for youth empowerment and crime prevention.
“Many youths turn to crime because they see no alternative. We are here to show them there is another way — to develop skills, find purpose, and contribute positively to society.”
Calling for a shift in government approach, he urged leaders to move from rhetoric to real impact.
“Let’s stop playing to the gallery. It’s time to walk the talk. Hunger is real. Palliatives are not enough — empower people with skills, and they will sustain themselves and others,” he said.
The newly unveiled facility also houses Bukka Ember Dining, a restaurant that serves African and continental meals, powered by a 24-hour generator to ensure uninterrupted service for trainees, staff, and customers.
