President Bola Ahmed Tinubu has named Vice Admiral Ibok-Ete Ibas (Rtd) as the new Administrator of Rivers State, following the declaration of a state of emergency in the state.

The appointment was announced during a national broadcast on Tuesday as part of the measures to restore order and governance in the state.

The President explained that the Administrator would oversee the affairs of the state during the emergency period, while the judicial arm would continue to function in line with its constitutional responsibilities.

He also stated that the Administrator would not be empowered to enact new laws but would be allowed to formulate necessary regulations to carry out his duties.

However, he noted that such regulations would require the approval of the Federal Executive Council and formal promulgation by the President.

He said, “I hereby nominate Vice Admiral Ibokette Ibas (Rtd) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State. For the avoidance of doubt, this declaration does not affect the judicial arm of Rivers State, which shall continue to function in accordance with their constitutional mandate.

“The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.”
