Oyo State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has begun forensic evaluation for its personnel that are bearing arms.
Making this known on Wednesday, the state commandant, Adaralewa Michael, said that the evaluation involved 1,550 arms-bearing personnel of the state command in various units and departments such as agro rangers, counter-terrorism, armed squad, regular officers female armed squad undergoing training and operations, among others.
The Commandant stated that the evaluation became necessary to ensure that the person bearing arms would be well behaved and disciplined wherever they would be on duty, and when relating with members of the public.
Speaking further, Adaralewa said that the step taken fell within the core policy of the Commandant General, Dr Ahmed Abubakar Audi, to restructure and reposition the NSCDC for better services.
Dr Olawale Folarin, who represented the officer in charge of Forensic and Behavioral Unit of the NSCDC at its national headquarters, Dr Tersoo Shaapera, stated that psychological profiling and forensic evaluation of the arms-bearing personnel were done to assess the type the Corps was working with, in relation to their Intelligence Quotient (IQ), so that they would deliver the responsibilities assigned to them effectively.
He added that the evaluation would also help in having comprehensive data of all the arms-bearing personnel.
He stressed the importance of testing the personnel to know their psychological balance or otherwise, to ensure that the arms would be given to those with sound and normal brains and psyche, for effective service delivery and achievement of greater success for the Corps.
The convener, who is the officer in charge of the Forensic and Behavioral Unit in the state command, DSC Olaniregun Jude, explained that the psychological evaluation of state personnel was preceded by the 4th annual sensitisation lecture with the theme “Forensic Evaluation: An Emerging Tool At The Disposal of The Justice System In Nigeria.”
The Chief Judge of the state, Justice Munta Abimbola had given a lecture on the role of the judiciary in the use and application of forensics in criminal matters, while he encouraged investigating officers to clear their biases before interrogation, give a fair hearing to suspects and apply forensics with integrity in criminal and civil matters.
Also at the sensitisation lecture was the state Commissioner of Police, Ngozi Onadeko, represented by the officer in charge of fingerprint, Superintendent of Police (SP) Yusuf Babatunde, who spoke on the application of forensics in the investigation of criminal cases.
Others who also gave lectures were the chairman of the Nigerian Bar Association, Ibadan branch, Mr Olayinka Esan, represented by Kazeem Adekunle Gbadamosi, and a senior lecturer at the Department of Archaeology and Anthropology University of Ibadan, Dr Orijeme Emuobosa.
