At the heights of occurrences, migration, a hallmark of human history, is prevalent. It has posed multifaceted challenges encompassing emotional, logistical, and legal complexities. These challenges often affect both the migrants and the countries they move to. People traverse diverse borders in search of greener pastures—safety, opportunities, among others. Migration can lead to the enrichment of societies but also raises difficult questions surrounding integration and resources. In an attempt to filter cross-border movements, nations begin to put immigration systems in place—resources, policies, and laws.
In Nigeria, the agency in charge of migration management and border governance is the Nigeria Immigration Service (NIS). Before independence, the NIS was a department of the Police Force, in which the colonial masters held sway. Over time, the role of migration management has evolved as global migration patterns have become more complex. However, it was established as a germane institution in 1963, with the responsibility of managing migration and border security. Today, the NIS continues to adapt to contemporary migration sensoring techniques, including implementing new technologies to improve efficiency and security.
Since its inception, there have been many reforms, such as e-passports, the introduction of machine-readable passports, biometrics, among others, unlike its initial traditional roles, which included the legalization of travel documents and addressing transnational crimes. Among the many professionals who have worked through the body, Kemi Nnanna stands tall among the few who have brought about the 21st-century reforms the system direly needs.
Kemi Nanna Nandap, born in Zaria, Kaduna State, attended Corona Primary School, Jos and Therbow Primary School, Zaria, Kaduna State for her primary school leaving certificate. She attended St. John’s College in Jos and Yejide Girls’ Grammar School, Ibadan, Oyo State, for her secondary school leaving certificate.
She holds a BSc in Biochemistry from the University of Ilorin, an MSc in International Relations and Strategic Studies from the University of Jos, and an MBA from the University of Abuja. With certifications in Entrepreneurial Development (Pan-Atlantic University) and Leadership and Succession Planning (Centre for Management Development), she is a Fellow of the Chartered Institute of Public and Diplomacy Management and the Institute of Corporate Administration. Mrs. Nandap is currently pursuing a Ph.D. in Public Policy and Governance.
Kemi Nandap began her illustrious career in the NIS in 1989 as an Assistant Superintendent, immediately standing out as a promising young officer. Early on, her talents shone through when she excelled in the 24th Basic Superintendent Course in Kano, setting the tone for a career characterized by distinction. Her thirst for excellence carried her to new heights, as she once again earned accolades during her training at the Immigration Command and Staff College in 2016.
Her trajectory through the Service was marked by a series of pivotal assignments. She honed her skills in various states, including Ogun, Lagos, Anambra, Plateau, Bauchi, and the Federal Capital Territory (FCT), as well as in critical leadership roles at the NIS headquarters. These experiences allowed her to build a unique and comprehensive understanding of immigration operations across Nigeria.
Kemi Nanna Nandap embodies the leadership qualities of a highly successful immigration officer, honed through years of experience across diverse spheres of the Nigerian Immigration Service (NIS). She demonstrates visionary leadership by effectively interpreting and applying immigration laws and policies while fostering collaboration within her team to achieve organizational goals. Her ability to inspire trust and confidence among her colleagues and stakeholders highlights her interpersonal excellence, while her strategic thinking and problem-solving skills enable her to address complex immigration challenges.
Kemi’s unwavering commitment to integrity and her capacity for decisive, fair judgment have earned her recognition as a role model in the field. These qualities have propelled her to the crest of her career, culminating in her appointment as the chair of the ECOWAS Immigration Forum. By maintaining a balance between firmness and empathy, Kemi continues to lead with a focus on safeguarding regional borders while upholding the dignity and rights of all who seek entry.
Nandap’s career in immigration has been marked by a progression of increasingly significant roles, providing her with a deep understanding of both national and regional challenges. Starting at the Murtala Muhammed International Airport in Lagos, she gained valuable experience in frontline immigration operations. As Comptroller at Plateau Command, she streamlined border operations through the development of efficient systems.
Her leadership extended to Zone C, where she served as Assistant Comptroller-General, overseeing compliance and enhancing service delivery. Nandap played a key role in fostering interregional migration cooperation through her position as Officer in Charge of ECOWAS and African Affairs. Also, as Officer in Charge of Investigation and Compliance, she spearheaded efforts to strengthen protocols and mitigate the risks of irregular migration.
To crown it all, on the 1st of March, 2024, Kemi Nanna Nandap was appointed as the Comptroller-General of the Nigerian Immigration Service, a role that highlights her dedication and expertise in public service. Her journey to this position reflects years of hard work, exceptional leadership, and a steadfast commitment to improving immigration systems in Nigeria. Through her appointment, she embodies the values of professionalism and progress, inspiring confidence in the future of the Nigerian Immigration Service while serving as a role model for aspiring leaders in the field.
