Need to check abnormalities in the Civil Defence

There is a need to check activities in the Civil Defence as the organization seems to have become the home of nepotism, favouritism, abnormality and grand corruption, especially on the issue of promotion in the organization, which is now given to the highest bidder.

Some officers enjoyed upgrading, promotion and conversion same year. Some were given proper placement in January 2015 but still got promoted and converted to superintendent cadre same year. That is against Public Service Rule. No officer is permitted to get two advancements in a year.

Junior officers are being promoted ahead of senior officers. Those recruited in 2012 are promoted ahead of those employed in 2004, 2005, 2007 and 2010 while promotion is given to officers that have not fulfilled or spent the minimum requirement of three to four years on a rank to qualify for the next level as the law stipulates.

Some officers given proper placement to level 08 since 2011 are still left on the same rank while their mates on inspectorate cadre have been consistently promoted and now on level 10. It is only the Civil Defence that probate and reprobate at the same time. All these contravened the guidelines for Appointment, Promotion, Discipline and General Purposes.

Since 2014, Civil Defence has been filling the available vacancies with upgrading and conversion while those that are supposed to enjoyed it are not promoted.

I write this because of the anti-corruption stance of the Buhari administration, which is being drawn back by these acts. I thought the Minister of Interior, as a former military officer, will wade in but nothing has been done about this.
