The Federal Government of Nigeria has given consent for a programme known as Catalysing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE), implemented by an International NGO, Cooperative Assistance for Relief Everywhere (CARE), and the Global Alliance for Improved Nutrition (GAIN), with funding from the Netherlands Ministry of Foreign Affairs.

CASCADE is a 4-year (2022 – 2026) programme implemented across six countries: Nigeria, Benin, Mozambique, Kenya, Ethiopia, and Uganda

In Nigeria, the programme aims to strengthen nutrition systems that contribute to ending malnutrition for 1.1 million women of reproductive age and children under the age of 5.

Founded in 1945, CARE is a leading humanitarian organisation fighting global poverty and social injustice with the recognition that, when equipped with the proper resources, women and girls have the power to lift whole families and entire communities out of poverty.

CARE places a special focus on women and girls, while, working alongside men and boys, a significant portion of its work focuses on Food, Nutrition, Climate Change Resilience, Women’s and girls’ Economic empowerment, Protection and Gender equality, Water and sanitation, and Health.

The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the United Nations in 2002 to tackle the human suffering caused by malnutrition.

Working with governments, businesses and civil society, GAIN aims to transform food systems so that they deliver more nutritious foods for all people, especially the most vulnerable.

GAIN is driven by a vision of a world without malnutrition and a mission to make nutritious and safe foods accessible to everyone, especially the most vulnerable to malnutrition, and to do this in an environmentally sustainable way.

As Strategies and Objectives, CARE and GAIN will work through the following strategic objectives to achieve.

The programme goal is to increase access to and consumption of healthy diets among household members, particularly women of reproductive age and children under 5.

The partnership will also increase the resilience of households to price shocks, economic stresses that impact nutritional outcomes, and climate change-related shocks that impact their nutritional outcomes.

CASCADE Intermediate Outcomes: To achieve the programme’s goal and strategic objectives, CASCADE works through five intermediate outcomes (‘domains’)

Domain 1 is Improved policy implementation: Government bodies’ nutrition-related policy actions are better
coordinated and more effectively implemented by strengthened capacity increased accountability and
responsiveness of government actors

Domain 2 is Supportive Private Service Providers: Private service providers enhance the effective implementation of nutrition-related policy actions through the products and services they offer.

Domain 3 is Strengthened Community Structures: Community structures are empowered to become drivers of change that positively support the improved implementation of nutrition-related policies and practises and advocate for accountability where required.

Domain 4 is Empowered Women: Empowered women have increased capacity and knowledge to benefit from
(improved) nutrition-related policies enabling them to produce, acquire, prepare and consume healthy diets.

Domain 5 is strengthened coordination: Strengthened coordination and linkages among food system actors and processes.
