THE Association of Senior Civil Servants of Nigerian (ASCSN), has engaged the Minister of Industry, Trade and Investment, Okechukwu Enelamah in series of battle, from ministry staff welfare to coordination of Agencies, particularly the current conflict that exists between the duo over the management of the two government-owned free trade zones.
The Ministry of labour immediately sent a delegation to engage the Association both at the national level and at the level of the Ministry of Industry, Trade and Investment to pacify tension.
Our reporter Spoke to the Chairman of ASCSN Ministry of Industry, Trade and Investment Unit, Okonkwo Onwuyai who said “in the course of that protest, Ministry of Labour sends a delegation to us, calling for peace and kind response to a meeting on that very day, we still had to resolve to their plea for a roundtable talk.”
“We have faith in the justice system, we do not expect anything short of justice, and justice will mean to listen to all our pleading that the Minister must go, that remains Instant.”
“He has to go, even after the meetings with the ministry of labour, we are still going to industrial court if labour cannot handle it. We will seek redress in court, what we are asking for is not personal, these are facts in the issues that the Minister lacks focus leadership direction.”
Okonkwo stated further that, “We are sure that the President is not properly brief on the situation in this ministry, so we him to know that his minister is no doing what he asked him to do and that he has failed.”
ASCSN had protested the negligence of staff welfare at the Ministry ranging from no promotion to no training of staff and the proposed privatisation of the only government-owned free trade zones, the Calabar free trade zone and the Kano Free trade zone by the current minister of Investment.
On the 25th October 2018, the Labour team held another meeting with the top management of the Ministry of Industry, Trade and Investment and the Association of Senior Civil Servants of Nigeria.
Again, speaking to Tribune Online after the meeting, the Chairman of ASCSN NEPZA Unit, Samari Yakubu said it was wrong for the minister to be considering privatising free trade zones that are owned by the government in the country.
According to him, “as of yesterday, we held a meeting and the Minister was represented by the Permanent Secretary of the Investment ministry and his SA Femi Idoh and some directors. The Union team was led by the National Secretary General, Bashir Alade and we were able to table it to them that it was fraud for the minister to be considering privatisation of the two FTZS.”
“In NEPZA Act, we have provisions for private free trade zone, public FTZ and Public-private partnership free trade zones. This is the three that we have, so if you are coming as a private investor, we will license you, if you want to the partnership we will have an agreement on the percentage of equity to be owned by both parties.”
“Why do you want to privatise the government-owned free trade zones, why can’t you come as a private investor and we will license you the way we have been doing for others, the federal government must own it’s free trade zones and they must manage by the government.”
He also accused the Minister of bringing a private company to handle the functions of NEPZA. “The name of the company is Nigerian Special Economic Zones Investment Company Limited (NSEZCO), this company was not a product of any legislation and is coming to perform the functions mandated by an Act.”
All the parties involve in conflict agreed at the last meeting that the management of Investment ministry should be given one month to resolve all issues raised by the Union.
Meanwhile, when Tribune contacted the Special Assistant to the Minister on media, Bisi Daniels, he said the ministry was working hard to resolve the conflict at NEPZA but denied knowledge of the others issues as of the time of filing this report.
